Since 1987, Mr. Demuth has conducted numerous environmental compliance projects in the areas of exploration drilling, mine development, water exploration, and preconstruction and construction of infrastructure for clients throughout the western United States.

  • Truckee Meadows Flood Control Project

    City of Reno, Truckee Meadows Flood Control Project, Washoe County, Nevada.

    Mr. Demuth as Project Manager was responsible for third party adequacy review and comment on the U.S. Army Corp of Engineer EIS/ General Reevaluation Report (GRR) on behalf of the City of Reno and the authorship and integration of necessary section to allow the Federal Highway Administration (FHWA) to use the DEIS/FEIS to amend the 1996 “Virginia Street & Center Street Bridges Memorandum of Agreement” (MOA) with the SHPO covering the previous replacement of the Center Street Bridge and the rehabilitation of the Virginia Street Bridge (VSB).

  • MTA - Regional Connector Project

    Los Angeles County Metropolitan Transportation Authority, Regional Connector Project, Los Angeles, California.

    Mr. Demuth authored the methodology section for the visual and aesthetic section of the Environmental Impact Statement for the planned Regional Connector project for MTA/Metro – a variety of alternatives representing various modes were being studied, including bus rapid transit, light rail transit and heavy rail transit for bridging a two-mile gap between three separate light rail systems through the urban core of downtown Los Angeles.

  • PoLA - Plains Project

    Port of Los Angeles, Plains Project, Final EIS/EIR, Los Angeles, California.

    Mr. Demuth as Program Manager was responsible for CDM’s lead role in completing the CEQA/NEPA documentation for the Pacific L.A. Marine Terminal (“Plains”) project. The Draft SEIS/SEIR for this project was prepared by another firm and was been released for public comment. CDM was coordinating and preparing responses to comments; preparing and revising the administrative draft Final SEIS/SEIR; finalizing, printing, and distributing the Final SEIS/SEIR; and attending the Final EIR Public Hearing before the Board of Harbor Commissioners (BOHC).

  • ReTRAC Enhancement Project

    City of Reno, Public Works Department, ReTRAC Enhancement Project, Reno, Nevada.

    For the Reno Public Works Department, Mr. Demuth as Environmental Program Manager provided project management environmental services related to covering a portion of the ReTRAC trench ($4.3 million-dollar construction project). Specific studies focused on the proposed tunnel included air quality (idling trains in the tunnel resulting in air quality impacts and potential affects to disembarking train passengers at the nearby Amtrak Station); noise; traffic; cultural resources including the affects to enhancing the streetscape along Virginia Street; public safety and emergency response; and trench safety related to derailment and hazardous materials. Phase II of the work included Design-build Construction Specifications, Owner’s Design Verification, Independent Third-Party System Commissioning Verification, and Owner’s O&M Manual.

  • CDBG Long-Term Workforce Housing Program

    HUD NEPA oversight for Mississippi Development Authority CDBG Long-Term Workforce Housing Program.

    Mr. Demuth as Senior Technical Advisor provided initial technical guidance establishing the program to oversee and expedite sub-recipient execution of NEPA review for 36 projects, representing approximately 4900 housing units totaling $350M in HUD CDBG support for workforce housing post-Katrina. Supported development of policies and procedures for workflow organization among primary client, technical staff, and program sub-recipients.

  • Klamath Dam Decommissioning and Removal Liability Analysis

    Bureau of Reclamation, Klamath Dam Decommissioning and Removal Liability Analysis, California and Oregon.

    Mr. Demuth as Project Planner completed the cultural resources (pre-historic and historic resources) liability identification and costing for four potential dam decommissioning and removals on the Klamath River in Oregon and California. Additionally, Mr. Demuth managed the liability analysis of aesthetics, safety, and real estate.
